The growing cotton textile industry of the postbellum South required a stable and reliable work force made up of laborers with varied skills. At the same time, Southern agriculture was in a depressed state. Families, especially those with many children, were therefore forced to look for work in the textile mills. Mill managers, in their own interest, created the basis for a distinctive social and economic structure: the Southern cotton mill village. These villages, which included such accoutrements as good schools for the children, were paternalistic work environments designed to attract this desirable source of workers. This book examines the role of the family labor system in the early evolution of the postbellum Southern cotton textile industry, revealing how the mill village served as a focal point of economic and social cohesion as well as an institution for socializing and stabilizing its workers. The paternalism of the mill villages was not merely an instrument of capitalistic indoctrination, contends McHugh, but was shaped by market forces. McHugh employs a valuable body of archival material from the Alamance Mill, an important cotton textile mill in North Carolina, to illustrate her arguments.

Part one of this book explicates the most prominent theories of corporate moral agency and provides a detailed debunking of why corporate moral agency is a fallacy. This implies that talk of corporate moral responsibilities, beyond the mere metaphorical, is essentially meaningless. Part two takes the fallacy of corporate moral agency as its premise and spells out its implications. It shows how prominent normative theories within Corporate Social Responsibility, such as Stakeholder Theory and Social Contract Theory, rest on an implicit assumption of corporate moral agency. In this metaphysical respect such theories are untenable. In order to provide a more robust metaphysical foundation for corporations the book explicates the developmentof the corporate legal form in the US and UK, which displays how the corporation has come to have its current legal attributes. This historical evolutionshows that the corporation is a legal fiction created by the state in order to serve both public and private goals. The normative implication for corporate accountability is that citizens of democratic states ought to primarily make calls for legal enactments in order to hold the corporate legal instruments accountable to their preferences.

Policymakers throughout Europe and the US have responded to rising concerns about unemployment, jobs, growth and international competitiveness in global markets with a new mandate to promote the creation of innovative new businesses. While recent literature identified clear and decisive links between entrepreneurship, growth, job creation and international competitiveness, policy makers were initially slow to recognize these links. Without a clear and organized view of where and how entrepreneurship manifests itself, policy makers have been left in uncharted waters without an analytical compass.

The purpose of this book is to provide such an analytical compass for directing how public policy can shape and promote entrepreneurship. We do this in two ways. The first is to provide a framework for policymakers and scholars to understand what determines entrepreneurship. The second is to apply this framework to a series of cases, or country studies. In particular, this book seeks to answer three questions about entrepreneurship: What has happened over time? Why did it happen? And, what has been the role of government policy?

The cornerstone of the book is the proposed Eclectic Theory of Entrepreneurship. The goal of the Eclectic Theory is to provide a unified framework for understanding and analyzing the determinants of entrepreneurship. The Eclectic Theory of entrepreneurship integrates the different strands from relevant fields into a unifying, coherent framework. At the heart of the Eclectic Theory is the integration of factors shaping the demand for entrepreneurship on the one hand, with those influencing the supply of entrepreneurs on the other hand. The key to understanding the role of public policy is through identifying those channels shifting either the demand for or the supply of entrepreneurship by policy instruments.

The findings in this book show that, by utilizing the framework provided by the Eclectic Theory of Entrepreneurship, it is within the grasp of policymakers to identify the determinants of entrepreneurship in a particular country setting at a particular point in time. This will be essential in formulating new public policies to promote entrepreneurship and, ultimately, economic growth, job creation and international competitiveness.

The main finding is that trend growth has fallen from around 4¾ percent during 2000-07 to around 3¼ -3½ percent by 2011-12. Absent reforms, it is projected to fall further to around 2 percent by 2025, primarily due to declining working-age population. However, Korea's potential growth can be maintained at a higher level by putting in place a comprehensive structural reform agenda, including increased female and youth labor force participation, liberalization of product and labor market regulation. Staff simulations suggest that such reforms could lift potential growth by around 1¼ percentage point over the next decade, maintaining potential growth at around 3¼ percent, counteracting the effect of population aging, and enabling Korea to continue to converge to income levels of the United States.

Im Gegenteil: Die Expertise als solche hat Konjunktur. Daß die professionelle Autonomie der szientistischen Experten schon seit längerer Zeit nicht mehr gewahrt werden kann, das allerdings zeigen die symptomatischen Diskurse ebenfalls.
